UK Councils Intend to Sell Off Social Clubs and Sports Centres to Balance Books

According to a latest study of municipal councils, English councils are planning to sell social clubs, sports centres, and retail spaces as they bet on a fire sale of properties to stabilize finances.

Growing Financial Pressures Prompt Asset Sales

A coalition of councils for major urban areas in the UK reported that 60% of local authorities are planning to dispose of properties to cover the rising costs of adult and children’s social care.

Local governments have previously come under fire for disposing of public land and land to support their budgets, but they contend they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

This coalition said that a significant number of councils seeking to generate funds from a fire sale of assets marked “a clear change from 2024, when the largest share (six in ten) of local leaders said they would focus on restructuring services and using savings to weather growing fiscal pressures.”

Detailed Examples of Planned Disposals

Medway Council in southeast England announced its asset disposal plan featured the sale of a shopping centre in Rainham and a social club in another town to raise £20m over the next half-decade.

  • A local golf course and commercial properties owned in two English counties, which all provide rental income for the authority, will also be disposed of under the strategy.

Local Levy Rises and Wider Fiscal Strains

This research of councils in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of authorities will have to raise council taxes next spring to address the rising cost of essential services, higher levels of housing insecurity, and a longstanding accommodation deficit.

Medway council explained it will proceed with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but certain measures require time to deliver both better provisions and financial savings,” stated a council leader.

He continued: “We face demographic pressures which will continue to add to the strains we have. As a unitary authority, we had a drastic reduction in our central funding from 2010-24, which is very challenging.”

Countrywide Patterns and Projections

Research of county councils recently further found council budgets being stretched by the increasing figures of young people and older individuals requiring Send support.

A network of councils said that council deficits will hit 4.4 billion pounds a year by 2029, as they struggle to cope with rising needs.

Ministers have put off planned reforms to the special educational needs framework until the coming year after a white paper outlining those changes was recently delayed.

Deprivation and Financial Gaps

According to the most recent deprivation measures (the Index of Multiple Deprivation) for UK local authorities, many key cities members were included in the most disadvantaged in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 across the country under the latest IMD measures,” said the report.

“While only one key city is in the top 10 for disadvantaged communities countrywide, cities are much more prone to be in the most deprived fifth of the nation. The figures highlights the scale of challenges confronting municipal officials across key cities in the coming year,” the report concluded.

“Council officials have been clear about the necessity for a fair and sustainable funding system that accounts for and addresses the actual extent of disadvantage and need,” stated a council leader.

“Without this, local authorities will continue to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the detriment of their communities.”

One in five of councils have cut or compromised care services in the last year, the survey revealed.
